<br />',I i <br /> <br />OlCW__ <br />Water Division 2 <br /> <br />kayaks, canoes, rafts and other types of recreational water crafts, and to establish and <br />maintain fish habitat for piscatorial and other purposes. <br /> <br />This whitewater boating course will be known as the Arkansa~ River Legacy <br />Whitewater Park (the "Whitewater Park"). The White water Park will include a boat <br />chute/fish ladder to allow kayaks, boats and other recreational water craft, as well as <br />native and sport fish, to pass over an existing 13-foot high diversion structure in the <br />river known as the Southern Colorado Power Plant or West Plains Energy diversion <br />dam (the "Power Plant Diversion"). A series of approximately seven smaller, <br />permanent control structures will then be constructed in the river between the Power <br />Plant Diversion and the Union Street Bridge to create self-scouring pools and to divert <br />and control the flow of the riv~r at specific points to create various wave forms <br />desirable for whitewater kayaking and recreational boating. These structures will be <br />constructed in Ii reach of the river that is approximately 2,000 feet in length. <br /> <br />The Whitewater Park will extend downstream to include a boat chute or chutes in <br />the Arkansas River at the location of the existing St. Charles Mesa Water District <br />diversion structure, located just downstream from the Santa Fe Street bridge in Pueblo, <br />near Moffat Street (the "Moffat Street Chute"). The initial constniction work on the <br />Moffat Street Chute was completed in the 1980s. Completion of the Moffat Street <br />Chute will enhance and increase the length of the Whitewater Park. <br /> <br />. <br /> <br />Access to the Whitewater Park will be available from various upstream locations, <br />including at Pueblo's City Park, and at other points along the paved, public trail that <br />parallels the Arkansas River through Pueblo, including the length of the Whitewater <br />'Park. One anticipated put-in location for kayaks is a point on the south side of the river <br />just below the Fourth .Street bridge, with an anticipated take-out location at a point on <br />the south side of the river just above the Union Street bridge. <br /> <br />. <br /> <br />3. Name of Structures. The Arkansas River Legacy Whitewater Park. The control <br />structures comprising the Whltewater Park will be numbered consecutively from <br />upstream to downstream as follows: <br /> <br />Structure 1 (at the location of the Power Plant Diversion) <br />Structure 2 <br />Structure 3 <br />Structure 4 <br />Structure 5 <br />Structure 6 <br />Structure 7 , , <br />Structure 8 Uust upstream from the Union Street bridge) <br />Structure 9 (at the location of the Moffat Street Chute) <br /> <br />4, Legal Description of Structures.
