Next, the preconstruction planning on
the Las Animas Local Protection Project.
The definite project plan, including the
specific requirements of local cooperation,
was presented to the Arkansas River Conser-
vancy District, local sponsors of the project,
in Las Animas on 20 March. The plans and
specifications should be completed early in
FY 1969. There are no funds included in the
President's present budget for construction.

Next I'd like to cover the matter of
the preauthorization planning on the Arkansas
River above John Martin Dam. We furnished
copies of the draft report for field level
review to the Water Conservation Board and
to other federal agencies on the 19th of
February. In order to expedite the submission
of our final report, we requested comments
by the 15th of March. However, we have not
received comments from all of the agencies
and the Board. Some of the federal agencies
have indicated that they will need additional
time in order to review and comment upon the
report.

As I am sure all of you are familiar,
the proposed plan of improvement includes
local protection projects at Cotopaxi,
Florence, Portland. Pueblo, La Junta, and
Rocky Ford; and also channel improvements
on the Arkansas from Brewster to Florence
and from Pueblo to Las Animas. In the first
enclosure to your report packet is a chart
giving the detailed breakdown of costs. The
total estimated first cost of the proposed
plan is a trifle under $68 million. Of this
about $49.2 million would be federal and
close to $19 million.would be' nonfederal. ' We I
estimate the annual maintenance and operation
cost at a trifle over $432,000 and almost all
of that is nonfederal. We predict annual
benefits of about $4.7 million. These bene-
fits would accrue from the prevention of
flood damage, from the provision of major
drainage, reduction of water losses, from
