<br />Next, the preconstruction planning on <br />the Las Animas Local Protection Project. <br />The definite project plan, including the <br />specific requirements of local cooperation, <br />was presented to the Arkansas River Conser- <br />vancy District, local sponsors of the project, <br />in Las Animas on 20 March. The plans and <br />specifications should be completed early in <br />FY 1969. There are no funds included in the <br />President's present budget for construction. <br /> <br />I <br /> <br />Next I'd like to cover the matter of <br />the preauthorization planning on the Arkansas <br />River above John Martin Dam. We furnished <br />copies of the draft report for field level <br />review to the Water Conservation Board and <br />to other federal agencies on the 19th of <br />February. In order to expedite the submission <br />of our final report, we requested comments <br />by the 15th of March. However, we have not <br />received comments from all of the agencies <br />and the Board. Some of the federal agencies <br />have indicated that they will need additional <br />time in order to review and comment upon the <br />report. <br /> <br />As I am sure all of you are familiar, <br />the proposed plan of improvement includes <br />local protection projects at Cotopaxi, <br />Florence, Portland. Pueblo, La Junta, and <br />Rocky Ford; and also channel improvements <br />on the Arkansas from Brewster to Florence <br />and from Pueblo to Las Animas. In the first <br />enclosure to your report packet is a chart <br />giving the detailed breakdown of costs. The <br />total estimated first cost of the proposed <br />plan is a trifle under $68 million. Of this <br />about $49.2 million would be federal and <br />close to $19 million.would be' nonfederal. ' We I <br />estimate the annual maintenance and operation <br />cost at a trifle over $432,000 and almost all <br />of that is nonfederal. We predict annual <br />benefits of about $4.7 million. These bene- <br />fits would accrue from the prevention of <br />flood damage, from the provision of major <br />drainage, reduction of water losses, from <br />
