<br />I <br /> <br />the water users of the particular stream involved, even. though this <br />stipulation is put in the decree, that they go to .the trouble and <br />expense of getting those exchanges formally recognized by the Water <br />Court, because in spite of the. stipulations, there may-be othe~ <br />situations which would cause problems for the S~ate Engineer and the <br />Division Engineer in administering water rights i'f those exchanges have <br />not been formally recognized and embodied in a Water Court decree. I <br />just think it's good, orderly practice. <br /> <br />These things go on allover the state, and it's the kind of practical <br />use of water that mak~s a lot of sense, but it's gone .on for so many. <br />years and so many places, people don't understand that it should be a <br />matter:of a Water Court decree, and I'm sure 'it would be helpful for <br />the administrative offic~a1s if they went ahead and got their decree <br />formally recognizing the practices that have been going on for a long <br />time. <br /> <br />I <br /> <br />MR. C~lorado Water Conservation Board, 823 Centennial <br />Building, 1313 Sherman Street, Denver, Colorado. <br /> <br />Dear Sirs: At the November meeting of the Water Conservation Board, a <br />statement was read by Mr. William Gregory, Chairman o~ the ':Board of <br />Lake County Commissioners, concerning estab1islunent of minimum flows in <br />three streams in the cQunty. <br /> <br />These streams are Lake Fork Creek,. Ha1fmoon Creek and Lake Creek. <br /> <br />We fully understand that any senior water rights wo~ld not:be affected <br />by granting of the proposed decrees.
