<br />the basin's capability is for meeting the demands for food and fiber. <br /> <br />. . <br />The projects that we have identified are primarily irrigation; of <br />course, since the valley is actively involved with irrigation. OUr <br />early action projects, some of them have flood control in them. In <br />fact, we have identified seven flood control projects. Some of them <br />are. in combination with irrigation and. other environmental quality, I <br />and we have identified seven irrigation.projects to be.in our early <br />action pl~n, one drainage project, and three projects which will have <br />environmental emphasis. The area above San Luis has a critical erosion <br />problem,. which we hope tosolve.with this: early action: project. ^ <br /> <br />- <br />Another project whicb has environmental-emphasis that we ha~e identified <br />is the Ke~ber:Creek Watershed Project, and also the Willow Creek Project. <br />Now, the Kerber Creek Project deals with the mine tailing problem which <br />is being deposited on the cropland, pasture. land in the basin and <br />severely limiting production, so we have identified, then, twelve:early <br />action projects and twenty-four long-range projects. <br /> <br />pr~rily .the-long-range projects cleal with. irrigation. In fact, all <br />of them do: except the one project~which has a combination irrigation and <br />flood control purpose that they have. identified. <br /> <br />-. <br /> <br />- . <br />In our efforts: then along with our computer~analysis we are attempting <br />then to write the. basin report which will be available. We are heavily <br />involved with the-first three or fQur chapters of the basin report. <br /> <br />. . ... - <br />The one chapter identifies problems and.objectives that:were identified <br />by the local people in the basin. We're attempting to describe the <br />resource base and existing:programs t~t have:potential for development. <br /> <br />Another chapter that we're working heavily Con ~ightnow is-on-the:econ- <br />omic projections. We '~re attempting to identify future without conditions, <br />determine-what the needs of the basin are; and then another: chapter <br />following that will identify all current plans. These are parts of the <br />basin-report at:the present time .that we're actively engaged:in. . <br /> <br />. . <br />We will hopefully:have this analysis completed by around the middle of <br />February after which we will be holding public-meetings in the San Luis <br />Valley:for people to provide their input .into the report,.to object to <br />anything we have done that they don't feel is correct, and also if they <br />have other problems that:we have. not been able to identify that they <br />would like for,us to look at! At that time they will have :the opportu- <br />nity to attend and to bring those up. to us so that we can:analyze them. <br /> <br />Of course, the Forest Service isa cooperative agency in this: study. I <br />They have been actively working with us, and they have been analyzing <br />the :timber production on the: forest land in the basin as well. as the <br />recreation on:forest lands and big game.habitat, as well as other-game <br />that r s in: the Valley. : : <br /> <br />In o~r reports that we've'already put together, we have identified: some <br />rare and endangered species that should be protected in any way possible, <br />and this is just one of:the nineteen subject areas that I mentioned <br />earlier. <br /> <br />-18- <br />
