<br />The question is this:. Are these man-made irrigation reservoirs ~s <br />. opposed to natural lakes? Our preliminary data indicates they are. <br />and if they"are.- the question..of course, runs to a minimum level <br />retained in a reservoir which is used for irrigation. <br /> <br />Discussions recently with same Grand Mesa irrigators indicate that <br />certainly": some of those Grand Mesa lakes were drawn last year and" . <br />certainly will be drawn this year.. . <br /> <br />MR. HELTON: If they're man-made:1akes. we'd like to know about it. <br />,and we'll take them off the list. " <br /> <br />MR. SPARKS: Yes. Our instructions. by law. are to file only on natural <br />lakes and streams. Grand Mesa has some 500 lakes. most of which are <br />natural lakes to start with. but have been enlarged. <br /> <br />I <br /> <br />If there are cases where we have made errors in determining what is a <br />natural lake, we will certainly correct those errors. <br /> <br />MR. STAPLETON: Any further discussion? . (No response.) There being <br />none, we will now turn to the second agenda item, progress report on . <br />cooperative river basin studies for the Rio Grande and Arkansas River <br />basins ~ythe United States Soil Conservation Service., Who will make <br />that report? <br /> <br />MR. .sPARKS.: r-fr. Chairman. Mr. Niles Glasgow.: I. would like to preface <br />this agenda item by stating that working with the Soil. Conservation <br />Service has been one of the most rewarding experiences that I have had <br />over the years that I've been in the water business. : .. . <br /> <br />I have been extremely impressed over the years with the breadth and <br />scope.: of the activities of .the Soil Conservation .service. I: consider it <br />one of the better. if not the :best. agency of the Up.ited States GOVe1;"11- <br />ment, :and that's. saying a lot . Usually I criticize the federal agencies <br />at some time or another ,:. but I have nothing but praise for the.. Soil" <br />Conservation Service,. <br /> <br />. ". <br />It has done a tremendous job in assisting this Board in evaluating the <br />water and land resources of the State of :Colorado. As the Board knows. <br />we have .now finally, after some fifteen years of effort and several <br />million dollars, completed our land and water resource inventory of <br />Colorado River, and published reports on each of the sub-basins. <br /> <br />. . <br />The ma~orpart of that work was done by the Soil Conservation Service. <br />Now we re expanding that program to include the rest of the State. <br /> <br />MR.
