SPARKS: I might state that the original language proposed to us <br />stated merely that this Board would not object to any changes in the <br />use of-any decrees on the Fryingpan-Arkansas:Project,. We would not <br />agree to that because that could include junior decrees to or some <br />changes in-points ef diversion which might be made in the future.: We <br />limited this strictly to conform to the existing situation only. <br /> <br />If the project attempts to change decrees in the future in a way not <br />contemplated at the present time, then we have the right to object. We <br />reserve that right. We did not approve the original draft, and this is <br />the way it was redrafted at our request. <br /> <br />MR. JACKSON: Mr. Chairman, I would hope this stipulation is acceptable <br />to the Board. I think it's i~ortant that we adhere to what at least <br />I feel is our position that we re not going to try to do violence to <br />existing decrees, or existing practices.- <br /> <br />You said twice during this meeting to water users who are asking if <br />they had practices, informal in nature, if they should take some action <br />to try to reduce those to writing and get them stipulated, and I think <br />this is very important. <br /> <br />This decree, this change, this stipulation that we're looking at for the <br />Southeastern is in the same nature. I think it is extremely important <br />that we do not do violence and upset the present state of affairs. <br />This is a future plan that may dq some good. for the wildlife:at some <br />point in time. You have a tremendous amount of muscle built into this: <br />plan that you have now, and it should not hurt those who have their <br />water decrees and have spent millions, in the case of the Fryingpan- <br />Arkansas, setting up a project.
