LUSTER: If you will bear with me, I will give <br /> <br />14 you a little bit of background on the project. <br /> <br />15 My name is Don Luster, and I am chairman for the <br /> <br />16 Fountain Creek Commission in Pueblo. The Commission was formec <br /> <br />17 in 1974 by the Pueblo city coucil, primarily to examine the <br /> <br />18 flood control problems on the recreational facilities and rive" <br /> <br />19 systems in the flood plain and other appropriate activities. <br /> <br />20 In 1974, the project called the Fountain Dam had <br /> <br />21 <br />22 <br />23 <br />24 <br />25 <br /> <br />been approved by Congress, but no funds had been provided; and <br /> <br />so the city sponsored at that time two engineering studies in <br /> <br />a series between 1974 and the present time to examine what was <br /> <br />an appropriate type of project for flood control on Fountain <br /> <br />Creek.
