.

.

.

32

1 guage is in recognition that the project has both advantages

2 and disadvantages. There are costs and benefits associated

3 with the project. The thought here was that when those costs

4 are traded of "on balance", it's a good project. That's the

5 concept I was trying for.

6 MR. STAPLETON: Any further questions?

7 MR. GORMLEY: Bob, in his comment, used the words,

8 "subject to the completion of the EIS." Rather than "pending"

9 would "subject to" perhaps be a little firmer endorsement?

10 pending sounds like a delay. If we say "subject to," it's

11 like saying that when that's done, we have supported it. Per-

12 haps I'm nitpicking, but I wondered if it might make it a little
13 firmer.
lit

I agree with John and Bob. We are not going to get

15 projects of this size unless we find ways to sell power and

16 other items and have them done by other entities.

17

18

19

20

21

22

23

24

25

MR. MacFARLANE: I think subject to better language--
MR. STAPLETON: All right.

MR. FETCHER: Where is that, now?

MR. MacFARLANE: It's in the "therefore" clause where

it says "pending the completion." Substitute the words "sub-

ject to" for the word "pending."

MR. STAPLE~N: Is that agreeable?

MR. FETCHER: Whatever the attorneys say is fine.

MR. STAPLETON: That's what I like to hear.
