JACKSON: Ben, I share your concern. <br /> <br />Bill, I've been uncomfortable for--I've been uncom- <br /> <br />3 fortable for some time with the project perimeters. Whether <br /> <br />4 we have one project or a hundred makes no difference. I think <br /> <br />5 they should be--personally I'm uncomfortable with why we will <br /> <br />6 evaluate one project higher than another. I'm not quite sure <br /> <br />7 why we do, and I think we should have a meeting devoted to <br /> <br />8 consideration of standards by which we will say that project <br /> <br />9 A is better than project B. It could be on the basis of how <br /> <br />10 <br />11 <br /> <br />many people it serves or dollar investment per acre irrigated. <br /> <br />I think there's all sorts of legitimate standards, but I don't <br /> <br />12 know whether we have any. I don't think I've seen them. I <br /> <br />think the staff has probably done a good job. I'm not criti- <br /> <br />cizing. As a board member, I have not been comfortable--and <br /> <br />I will not be with the size projects we are considering--if <br /> <br />we get more money, and we are trying to take ten out of a <br /> <br />hundred now instead of the other way around. <br /> <br />I suggest, Mr. Chairman, that we have a meeting <br /> <br />pretty well devoted to that issue of saying why we will decide <br /> <br />on projects; and I also think besides that, we are going to <br /> <br />have to, as a board, have more and longer meetings if we are <br /> <br />going to give adequate consideration to these irems. It's one <br /> <br />of those things that has to happen. <br /> <br />MR. STAPLETON: Is there any more comment on the <br /> <br />legislation? <br />
