P.E. <br />OinlCIor, eWCB <br /> <br />FROM: <br /> <br />Randy Seaholm <br /> <br />DATE: April 22, 1993 <br /> <br />SUBJECT: Agenda Item 15, May 6-7,1993, Board Meeting-- <br />Status Report: Black Canyon National Monument-Reserved Right Contract <br /> <br />The purpose of this memorandum is to update the Board on actions which have <br />occurred on this issue since the November 9-10, 1992 Board Meeting. Board Members were <br />provided with a briefmg paper as part of Agenda Item 30 at the November meeting, which <br />should be referred to for additional background. <br /> <br />PARTICIPATION <br /> <br />Initially, this effort only involved the U.S. Bureau of Reclamation (Reclamation), <br />National Park Service, Bureau of Land Management and the State of Colorado, with <br />Reclamation serving as the lead agency. The effort now has Reclamation and National Park <br />Service performing as joint-lead agencies, and the Bureau of Land Management, Western <br />Area Power Administration, U.S. Fish and Wildlife Service, State of Colorado (DNR, <br />CWCB, SEO, DOW, AG), Colorado River Water Conservancy District, Upper Gunnison <br />River Water Conservancy District, and Uncompahgre Valley Water Users Association as <br />cooperating agencies. <br /> <br />At the present time, designated leaders for the Colorado Department of Natural <br />. Resources team are as follows: <br /> <br />Peter Evans, Department of Natural Resources and overall lead <br />Gene Jencsok, Water Conservation Board <br />Eddie Kochman, Division of Wildlife <br />Hal Simpson, Division of Water Resources <br />Wendy Weiss, Attorney General <br /> <br />PREVIOUS BOARD DIRECTION\TASK DIRECTIVE <br /> <br />As directed at the November 1992 Meeting, a letter was sent to Reclamation's Upper <br />Colorado Regional Director on December 23, 1992, advising him that the Colorado <br />Department of Natural Resources would formally execute a ''Task Directive" as a <br />
