SPARKS:

or not it is broad enough to cover all of the
studies that we are asking the Corps of Engi-
neers to make in the South Platte basin.

Actually, the whole concept of our water
development and flood control protection has
changed so much in the past few years that
many things that we do now as a part of the
planning were not covered by any previous
resolution, such as environmental problems
and water quality.

After conference with General Morris, the
Division Engineer for the Missouri Basin Divi-
sion, we came up with this suggested resolution
to be recommended for adoption by the Congress.
I am sure that our congressmen and Senators
can get the resolution through the necessary
committees.

The resolution would authorize the Corps
of Engineers, Omaha District, to broaden its
activities in connection with the studies in
the South Platte basin and to take into con-
sideration such matters as recreation, fish
and wildlife enhancement, environmental enhance-
ment, water quality and related items.

Is there any discussion about it?"

"I move we adopt it."

.. Second. II

"It has been moved and seconded that the
resolution be adopted. All in favor say 'aye';
opposed - the motion is unanimously carried.
(See Appendix D for this resolution).

Is there any other business or any items
that the Board members would like to bring up
at this time?"

S.
