<br />1 <br /> <br />1 <br /> <br />Following is the Resolution of the Board of Directors of <br />the Southwestern Water Conservation Board of Colorado: <br /> <br />WHEREAS, there is pending in the United States District <br />Court for the District of Columbia a legal action entitled "Friends <br />of the Earth, et al, -vs- Ellis L. Armstrong, et aI," and <br /> <br />WHEREAS, this suit seeks to enjoin the Secretary of the <br />Interior from storing any additional water in Lake Powell, and <br /> <br />WHEREAS, this litigation presents a serious threat to <br />the future water development in the Upper Basin of the Colorado <br />River, and <br /> <br />WHEREAS, said suit, if successful, will effectively <br />destroy the economic and physical feasibility of the five (5) <br />Colorado Water Reclamation Projects authorized by the Colorado <br />River Basin Project Act, Public Law 90-537 as enacted ~y the United <br />States Congress on September 30, 1968, and <br /> <br />WHEREAS, in the judgment of the Southwestern Colorado <br />Water Conservation Board, this litigation presents one of the <br />greatest challenges in history to the continued water resource <br />development in Southwest Colorado, and <br /> <br />WHEREAS, the continued development and the eventual con- <br />struction of the water reclamation projects authorized by the <br />aforesaid acts of Congress are absolutely essential for the future <br />benefit of all citizens of Colorado, and <br /> <br />WHEREAS, the Colorado Water Conservation Board must lead <br />the battle to preserve and protect our precious water resources, and <br /> <br />WHEREAS, effective opposition, both in the public arena <br />and the legal forum, will require adequate financing to enable the <br />COlorado Water Conservation Board to adequately present both to <br />the Court and the public the serious adverse effects of this liti- <br />gation to the people of the State of Colorado, <br /> <br />NOW, THEREFORE, BE IT RESOLVED that a copy of this Reso- <br />lution be presented to the Governor of the State of Colorado, <br />members of the Senate Agriculture and Livestock Committee and the <br />House Natural Resources committee and the Executive Committee of <br />the Colorado Water Congress together with the strong recommendation <br />and urging of this Board of Directors that both the General Assembly <br />
