Walcher <br />Executive <br />Director <br /> <br />Dan McAuliffe <br />Acting Director <br /> <br />To: <br /> <br />Colorado Water Conservation Board Members <br /> <br />From: <br /> <br />Larry Lang, PE Chief, Flood Protection Section <br />Mike Serlet, P ,E" Chief, Water Supply Planning and Finance Section <br /> <br />Date: <br /> <br />November 7, 2000 <br /> <br />Re: <br /> <br />Agenda Item 17,d - November 20-21,2000, CWCB Meeting - Water Project Planning and <br />Finance - Special Purpose Accounts, and CWCB Flood Emergency Response Fund <br /> <br />. <br /> <br />Introduction <br /> <br />The Colorado Water Conservation Board (CWCB) has a responsibility to "devise and formulate methods, <br />means, and plans for bringing about the greater utilization of the waters of the state and the prevention of <br />flood damages therefrom"," In response to CRS 37-60-106 (c) and the experiences of the CWCB staff in <br />recent flood operations, the staff is proposing a "Flood Emergency Response Program" that will formalize, <br />expand, and fund a Board flood response and recovery program, <br /> <br />Obiective <br /> <br />Development of a comprehensive annually funded flood emergency response program, This program will <br />be under the administration of the Colorado Water Conservation Board. <br /> <br />Discussion <br /> <br />The staff proposed Flood Emergency Response Program consists offive program elements, which are: <br />· Flood anticipation, forecasting and preparation; <br />· Aerial photography of flooded areas; <br />· Flood documentation and identification of specific hazards; <br />· Evaluation ofCWCB floodplain designations and revisions as needed; and <br />· Development of disaster area recovery/mitigation plans, <br /> <br />. <br /> <br />Flood Protection.
