2089

,
MR. NELSON:

"John Barnard, Sr. would like to present
the position of the Colorado River District."

I

MR. STAPLETON: "AII right, John, would you take this
podium and t~at.microphone, please?"

MR. BARNARD, SR.: "Mr. Chairman, Mr. Sparks outlined to
you this morning the facts behind the desire
of the Crown Zellerbach Corporation, which
desire is now crystallized to a certain ex-
tent, to establish a pulp mill in Grand
County near the town of Kremmling. Mr. Smith
and I have had occasion to confer with the
representatives of Crown Zellerbach since
sometime last fall. I can't remember exactly
when. It seems to me it started along in
October or November. At that time we were
advised that the company wanted to put up a
pulp mill at a location where the raw pro-
duct - that is, timber (not along beetle
killed timber but live timber) - would be
readily available. Several sites were dis-
cussed and at that time the company appeared
to be inclined toward what I will call the
'Kremmling site', and that for various reasons,
the principal one of which was the availabil-
ity in about five or six surrounding counties
of the timber needed in the operation planned.
Of course, as I understand it, the supply of
timber would not be limited to those counties.
Any timber that could be brought in by train
or otherwise would be used at this plant.

I

They told us then that the establishment
of any plant at any point in Colorado de-
pended primarily upon the availability of a
completely dependable water supply and they
asked us whether or not the water would be
available at the Kremmling site. We told
them it would. Since then we have collabo-
rated with the Crown Zellerbach people through
their attorneys in Denver, Mr. Akolt and his
firm, in carrying on, not only negotiations,
but studies to determine whether or not we
spoke the truth when we told them that the
water would be available.

I want to, perhaps ~tr. Chairman, impose
on your time a little bit because this thing
is important. It's an establishment whose
investment will exceed, as I understand it,
