STAPLETON: <br /> <br />nary stage, we are not ready to agree with <br />the above broad unilateral contention', The <br />letter then quotes from the memorandum to <br />the Board - (from the resolution) ',..,that <br />the Secretary of the Interior be requested <br />to enter into an appropriate contract with <br />Crown Zellerbach Corporation for the delivery <br />of sufficient water from Green Mountain Res- <br />ervoir, Colorado, as will satisfy the water <br />requirements of said corporation in the opera- <br />tion of its proposed pulp mill;..,.,'. <br /> <br />The Northern Colorado District goes on to <br />say 'vIe cannot agree wi tll the b:,-:-ad general <br />statements made in some of the correspondence <br />above referred to'. They call attention to <br />the fact that some of the provisions of Senate <br />Document 80 are subject to the stipulation of the <br />United States District Court. They call <br />particular attention to that portion of Senate <br />Document 80 which provides as follows: 'The <br />cost of construction and perpetual operation <br />and maintenance of said reservoir or reser- <br />voirs shall be a charge against the project <br />and shall be paid from revenues collected from <br />this project as may be provided in contracts <br />between the Secretary of the Interior and the <br />beneficiaries of the project in eastern <br />Colorado, and any other contracting parties'. <br />It points out that the Northern Colorado Dis- <br />trict is paying one-half of the annual opera- <br />tion and maintenance and is a prime contractor <br />with the United States and has a definite in- <br />terest in any contracts; that it has not been <br />a party to the negotiations; feels that the <br />Northern Colorado District is a necessary <br />party; and winds up by saying that' Any such <br />contract should provide that any other con- <br />tracting parties would discontinue their <br />diversions and storage in advance of the <br />discontinuance of the diversions and utiliza- <br />tion of water by the Colorado-Big Thompson <br />Project or any of its components or units on <br />the eastern or western slopes of Colorado'. <br /> <br />I <br /> <br />I <br /> <br />That letter is dated August 11th." <br /> <br />"Mr. Chairman." <br /> <br />"Mr. Nelson." <br />
