SPARKS: <br /> <br />that, as a result of reconnaissance studies, <br />a conservancy district will have to be or- <br />ganized before we proceed with the matter <br />any further. <br /> <br />The Trinidad Project, which is an auth- <br />orized Project and for which something like <br />$95,000 or thereabouts was appropriated by <br />the Congress in this pending Appropriations <br />Bill, is virtually ready for construction. <br />It is a Corps of Engineers' project but there <br />is important conservation storage in the <br />project. The thing that is holding that up <br />now - well, there are to things - one is the <br />formation of the conservancy district which is <br />now in process of being organized, and the <br />second is the initiation of legal proceedings <br />and the consummation of those proceedings to <br />change the place of decree of the Model Res- <br />ervoir into the new proposed Trinidad Reser- <br />voir. Our attorney, Mr. Moses, is lending <br />active assistance to the people down there for <br />both purposes; that is, to secure the change <br />of the point of storage and to secure the <br />organization of the conservancy district. <br />Until those two things are accomplished, there <br />is no point in asking for construction funds. <br />But if they can be readily accomplished then <br />we are ready to go to Congress at any time to <br />get construction funds." <br /> <br />I <br /> <br />'~rhat's the status of the operating prin- <br />ciples on that?" <br /> <br />"The operating principles are virtually <br />formulated at the present time. Those will <br />then have to be reviewed throughout the Arkan- <br />sas Valley and with the State of Kansas to <br />determine whether or not they are satisfac- <br />tory. However, in all probability the actual <br />construction is at least a year to two years <br />away, so we anticipate that all these necessary <br />preliminaries can be taken care of prior to <br />the time construction starts. As a matter of <br />fact, they must be taken care of prior to the <br />time construction starts. But that is an <br />authorized project which means that Congress <br />will probably appropriate the money at any <br />time when the necessary procedures have been <br />established and agreed upon between the States <br />of Colorado and Kansas, since the project <br />involves the Arkansas River Compact. <br /> <br />I <br />
