<br />~uvv <br /> <br />will assist us considerably in our own budget <br />because we had anticipated that we might have <br />to furnish that money from what we have avail- <br />able this year. <br /> <br />The Bostwick Park and Fruitland Mesa <br />feasibility reports, that is, the tentative <br />reports, have been presented to us for review <br />prior to their submission to the Secretary of <br />the Interior. I have submitted our comments <br />on the Fruitland Mesa Project, copy of which <br />we mailed to the Board members. The Bostwick <br />Park - we are still exploring that report and <br />I requested a meeting with the local people <br />later this month. Now there was something <br />brought out in that report which I think <br />should be brought to the attention of the <br />Board. The Secretary of the Interior has <br />directed the Bureau of Reclamation that in <br />its studies and in its proposed payout of <br />these projects, that the maximum mill levy <br />must be levied by the conservancy district to <br />assist in the repayment of the project costs. <br /> <br />Now generally that has not created any <br />difficulty. However, in the case of the Bost- <br />wick Park Project, a conservancy district was <br />organized known as the Tri-County Water Con- <br />servancy District, and for reasons unknown to <br />me, there were large areas and some municipal- <br />ities included within the boundaries of the <br />conservancy district which normally would not <br />have been included. I think perhaps the con- <br />servancy district organization was a little <br />ambitious - overly ambitious. In any event, <br />you might say that people only remotely con- <br />nected with the two potential projects in the <br />district - the Dallas Creek and the Bostwick <br />Park - are now concerned about that maximum <br />mill levy. Well, there is no way to avoid <br />that. Within the boundaries of a conservancy <br />district a uniform tax must be levied, depend- <br />ing upon the size of the district. If it's <br />over $10,000,000 the maximum levy is 2 mills <br />after the delivery of water; if it's under <br />$10,000,000 the maximum levy is 3 mills. So <br />there is some concern now that the people did- <br />n't understand what they were doing when they <br />organized the conservancy district, although <br />our law is perfectly clear on the subject. <br /> <br />I <br /> <br />I <br />
