<br /> <br />00 <br /> <br />The minutes' of the meeting of February 1, 1940 vmre read and <br />upon the motion of Mr. Foster, seconded by Mr. Smith, duly approved <br />as read, <br /> <br />Vena Pointer tendered her resignation as Seoretary of the <br />Board, explaining that she had aooepted the secretaryship on a <br />temporary basis and stated suoh resignation had theretofore been <br />tendered and now asked the Board to take aotion upon it. it was <br />moved by General Rogers that, upon the insistanoe of Miss Pointer, <br />her resignation be accepted. The motion was seconded by Mr. Carpenter <br />and after discussion duly passed. <br /> <br />It was moved by General Rogers and seoonded by Mr. Hinderlider <br />that Director Clifford H. Stone be designated and appointed as <br />Seoretary of the Colcrado Water Conservation Board. The motion was <br />put by General Rogers and duly passed. <br /> <br />Director Stone stated that Commissioner John C. Fage of the <br />Bureau of Reclamation had invited all members of the Board to attend <br />the open house at the Bureau of Reclamation where a number of <br />interesting exhibits were on display. <br /> <br />It was moved by Mr. Smith and seconded by Mr. Carpenter that <br />the invitation be accepted and that Direotor Stone be instructed to <br />notify Mr. Page that the members of the Board would ma<e the trip <br />through the Bureau's exhibits at three o'clock, Friday, July 26, <br />1940. Motion passed. <br /> <br />Mr. Foster placed before the meeting the suggestion whioh has <br />been made by oertain federal agencies engaged in amall dam oonstruotion, <br />inoluding stockponds and soil erosion practices, that t.he Colorado <br />law respecting regulations and supervision by the State Engineer <br />covering the construction of suoh small dams be amended so as to <br />liberalize present statutory provisions. <br /> <br />After discussion it was moved by Mr. Carpenter and seoonded <br />by Mr. Foster that the Chair appoint a committee of four with State <br />Engineer Hinderlider and Director of the Planning Commission Foster <br />as members to study the proposal for modifioation of the present <br />statutory enactments covering the oonstruotion of small dams, and <br />report back to the board with reoommendations, <br /> <br />After further discussion the motion was unanimously passed <br />and approved. <br /> <br />Thereupon the Chair appointed F. R. Carpenter Chairman, <br />Judge John B, O'Rourke, M. C, Hinderlider and Ed. C, Foster and <br />suggested that the committee attempt to reach its conclusions and <br />report at the next meeting of the Board. <br /> <br />Thereupon it was moved by Mr. Smith, seconded by lliss Pointer <br />and Mr. Dille, that it is the sense of the Colorado Water <br />Conservation Board that in any proposed alterations of the state <br />laws with/f6ference to the supervision by the State Engineer of <br />reservoi~ structures, that no differentiation be made between the <br /> <br />federal government and any of its agencies as distinguished frOm <br />state agencies or individ1..la.ls.
