I don't know how long <br />they are going to run or whether they are <br />going to be renewed or whether the Secretary <br />of the Interior is going to make still more <br />contracts with energy users or what the situa- <br />tion may be, but it's not an emergency matter <br />at all. It's a perpetual matter, it's a con- <br />tinuing matter, that's going to be there as <br />long as any of us are here." <br /> <br />"Mr. Chairman." <br /> <br />"Mr.. l'4oses.1l <br /> <br />"I'd like to direct my remarks, I think, <br />to this matter which the Governor has just <br />raised about this being a continuing affair. <br />I think the legislation as drawn is limited <br />to the repayment of funds and certainly, as I <br />read the filling criteria, the charges against <br />the Upper Basin of interest is what it amounts <br />to because it says it will all be repaid ex- <br />cept the interest, and we have to bear that, <br />are limited to the filling criteria and that <br />once Lake Powell reaches operating head, the <br />filling criteria, by its own terms, becomes <br />extinct. <br /> <br />This is what I think you might call an <br />interim measure set out by the Secretary to <br />take care of the situation until power is <br />generated at Glen Canyon and no longer applies <br />after that point is reached. So I don't think <br />you are talking about a permanent situation <br />as far as charges to the Upper Basin or com- <br />pensation is concerned. I think you are <br />correct in saying that there may be shortages <br />at Hoover for all of the power which has been <br />contracted after the upper Basin projects get <br />in operation but as I read the proposed amend- <br />ment to the Boulder Canyon Project Act, it is <br />tied to the document entitled 'General princi- <br />ples to Govern and Operating Criteria for <br />Glen Canyon Reservoir, Lake Powell and Lake <br />Mead During the Lake Powell Filling Period'. <br />
