I think the legislation as drawn is limited to the repayment of funds and certainly, as I read the filling criteria, the charges against the Upper Basin of interest is what it amounts to because it says it will all be repaid ex- cept the interest, and we have to bear that, are limited to the filling criteria and that once Lake Powell reaches operating head, the filling criteria, by its own terms, becomes extinct. This is what I think you might call an interim measure set out by the Secretary to take care of the situation until power is generated at Glen Canyon and no longer applies after that point is reached. So I don't think you are talking about a permanent situation as far as charges to the Upper Basin or com- pensation is concerned. I think you are correct in saying that there may be shortages at Hoover for all of the power which has been contracted after the upper Basin projects get in operation but as I read the proposed amend- ment to the Boulder Canyon Project Act, it is tied to the document entitled 'General princi- ples to Govern and Operating Criteria for Glen Canyon Reservoir, Lake Powell and Lake Mead During the Lake Powell Filling Period'.
