<br />.:ltl99 <br /> <br />I know, no diversion has as yet been made, <br />but we are working again on the accounting <br />system required for taking care of that. <br /> <br />I <br /> <br />Another item which effects the Blue <br />River and the Green Mountain Reservoir is <br />that the Regional Directors of Regions 4 and <br />7 have proposed to the commissioner of Recla- <br />mation that about 5,000 acre-feet of Green <br />Mountain water be dedicated to the Silt Proj- <br />ect, with provision for integration of the <br />Upper Colorado Storage in Western Division, <br />Missouri River Basin Power, to the extent <br />that would be necessary to compensate the <br />Colorado-Big Thompson Project for any power <br />interference occasioned by such demand de- <br />liveries to the Silt Project. This was done <br />back in about February. I don't think I have <br />previously reported it to this Board, because <br />it was an internal matter. We now have <br />approval from the Commissioner, in principle, <br />to that proposal, with the details to be <br />worked out between the two Regions. We have <br />not yet held any meetings or discussions with <br />Region 4 on the details of the implementation. <br />But I think this is a very forward step in <br />the utilization and conservation of the water <br />on the western slope with western projects. <br /> <br />I <br /> <br />One other item, and I believe it will <br />complete what I have to report, there has been <br />established an office for Missouri River Basin <br />planning. That is in connection with compre- <br />hensive basin planning which is authorized <br />and which is going on allover the United <br />States and covers all of the main river basins <br />in the west and, in fact, even in the east. <br />It covers them by all of the departments of <br />the government and not necessarily just the <br />Bureau of Reclamation but other departments <br />and in some areas where the Bureau isn't in- <br />volved, and in some areas where some other <br />department may not be involved. This office <br />was established on March 27th. Bruce Johnson, <br />the Regional Director of Region 6 at Billings, <br />was appointed as the planning engineer for <br />
