.:ltl99

I know, no diversion has as yet been made,
but we are working again on the accounting
system required for taking care of that.

I

Another item which effects the Blue
River and the Green Mountain Reservoir is
that the Regional Directors of Regions 4 and
7 have proposed to the commissioner of Recla-
mation that about 5,000 acre-feet of Green
Mountain water be dedicated to the Silt Proj-
ect, with provision for integration of the
Upper Colorado Storage in Western Division,
Missouri River Basin Power, to the extent
that would be necessary to compensate the
Colorado-Big Thompson Project for any power
interference occasioned by such demand de-
liveries to the Silt Project. This was done
back in about February. I don't think I have
previously reported it to this Board, because
it was an internal matter. We now have
approval from the Commissioner, in principle,
to that proposal, with the details to be
worked out between the two Regions. We have
not yet held any meetings or discussions with
Region 4 on the details of the implementation.
But I think this is a very forward step in
the utilization and conservation of the water
on the western slope with western projects.

I

One other item, and I believe it will
complete what I have to report, there has been
established an office for Missouri River Basin
planning. That is in connection with compre-
hensive basin planning which is authorized
and which is going on allover the United
States and covers all of the main river basins
in the west and, in fact, even in the east.
It covers them by all of the departments of
the government and not necessarily just the
Bureau of Reclamation but other departments
and in some areas where the Bureau isn't in-
volved, and in some areas where some other
department may not be involved. This office
was established on March 27th. Bruce Johnson,
the Regional Director of Region 6 at Billings,
was appointed as the planning engineer for
