"That is correct. But I am pointing out
that the Board must have flexibility insofar
as priorities are concerned, because it may
be that during next year we are going to have
to go into a crash program to provide water
for the oil shale industry."

"But shouldn't you alter your previous
action when you do that?"

"I would think so. But we had taken no
action that we can find on the Juniper Proj-
ect in our official minutes and we searched
those out thoroughly. The only action that
we can find is that it was given second pri-
ority in the Yampa River drainage."

"Well, there were three members of this
Board that were present when the Board tool.
that action and they participated in the
action. Bill Nelson was here also. I don't
remember whether he took part in this. I
know that Mr. Peterson took part in it and
Dave Miller and Ted McCandless. All three
of them. So there was action taken by this
Board with respect to the Juniper."

There definitely was. t'le have the verbatim
minutes of a motion made by Mr. McCandless,
seconded by Dean Crawford. This is the only
record we find of a specific recommendation
on the Juniper Project. This was the one we
furnished you under date of February 5, 1964,
when we searched the records at your request."

"Mr. Chairman, we have now taken action
concerning the combined Great Northern and
Juniper Project, setting forth the priority
~2 and I would like to move that this project
shall be from now on known as the Juniper
Project."
