STA,PLETON: <br /> <br />In connection with the priority schedule, <br />there are several projects listed here that <br />are not contained in Public Law 485, namely: <br />the Great Northern. The Basalt is part of <br />Public Law 485. If you are looking at the <br />original Public Law 485 you want to remember <br />that it has been amended numerous times and <br />the Basalt is included in one of the amend- <br />ments. I know because I prepared that amend- <br />ment myself. The Great Northern is not <br />included; neither is the Hayden Mesa nor <br />Toponas nor Gypsum, However, we have included <br />those with other projects which are included <br />in Public Law 485. <br /> <br />Public Law 485 is not binding upon the <br />State of Colorado if we do not insist on it. <br />The priority schedule was adopted only at the <br />request of the State of Colorado. It was the <br />best we could do at that time, since we were <br />very poorly prepared in connection with our <br />investigation of projects in 1956. Public <br />Law 485 is not, in apy sense, limited to the <br />projects named in it, We've explored this <br />fully. The law merely states that the Secre- <br />tary shall give priority. Public Law 485 <br />covers any project that could conceivably be <br />brought within its framework whether it is <br />mentioned therein or not. We have explored <br />this with the Solicitor's office and with the <br />Bureau of Reclamation. As a matter of fact, <br />we already have included in the budget this <br />year, and testimony has already been given, <br />on what we call the Upper Gunnison River proj- <br />ect which, of course, is not mentioned in <br />Public Law 485. This is a consolidation of <br />the East River, Ohio Creek, Tomichi, and other <br />projects in the Upper Gunnison Basin, some of <br />which were included in Public Law 485. So I <br />don't think we have to be concerned with the <br />priority schedule set forth in Public Law <br />485 because that was solely for the benefit <br />of the State of Colorado and the State of <br />Colorado can alter that in any way that it <br />s.ees fit." <br /> <br />"Mr..
