We <br />think under this scheme the Juniper Project <br />can be authorized and we've asked authority 1_ <br />here to appropriate $20,000 during this next <br />fiscal year from our own budget to commence <br />these necessary investigations. There is no <br />possible way of starting it any sooner because <br />we are already operating under a budget which <br />has been previously adopted by the legislature. <br />The only possible way would be a deficit appro- <br />priation next January and between January and <br />July we think there is very little difference. <br />If we are allowed to include this $20,000 we <br />could start the investigations on the Juniper- <br />Great Northern Project in the fiscal year <br />starting July 1, 1965. <br /> <br />Some mention has been made about the <br />previous resolution of the Board. We looked <br />that up and the problem with the Juniper <br />Project when the priority schedule was adopted <br />by the Board was that its status was unknown. <br />It was out in 'no man's land' so to speak <br />because we had no information as to whether <br />it would be included as a main stem project <br />or as a participating project. Until its <br />status was determined, we could not include <br />it in any priority schedule. It was mentioned <br />by resolution that the Juniper Project have <br />priority but it was a resolution adopted after <br />the priority schedule had already been <br />adopted by the Board. It is impossible to <br />interpret what the Board's action was. It <br />was never certified to the Bureau as a project <br />for feasibility investigation but we did <br />request that a reconnaissance report be pre- <br />pared. That report was rendered to us a few I' . <br />months ago. We have not yet submitted our <br />comments on that report. The Bureau is now <br />awaiting the action of this Board to determine <br />how to proceed on the project." <br /> <br />"I'd like to have our archivist, Mrs. <br />Keating. read that, please.
