.

.

.

Lt. Colonel Dorothy F. Klasse

2

CONSULTATION HISTORY

On February 26. 1996. the Service issued a biological oplnlon for the Animas-
La Plata project. The Animas-La Plata prOject addressed in the opinion
included water for the City of Durango. It included a water deoletion of
1.250 acre-feet for the City of Durango. Because the Animas-La Plata project
has not been built. and the City has an immediate need for more water. they
have applied for a permit to construct a pumping station in the Animas River
at Gateway Park. When future consultations are conducted on the Animas-La.
Plata project. deoletions addressed in this ooinion will be excluded

BIOLOGICAL OPINION

Based upon the best scientific and commercial information that is currently
available, it is the Service's biological opinion that the new (1.051
acre-feet) and historic (~RR ~rrp-fppt) w~tpr rlppletiQ~s \~II,Prl by the
Qroject. as described below. are likply to ieooardize the continued existence
of the Colorado squawfish and razorback sucker and result in the destruction
or adverse modification of their critical habitat. The Service has developed
a reasonable and prudent alternative that avoids jeopardy to the endangered
fishes and avoids' destruction or adverse modification of their critical
habitat from the new and historic water depletions.

PROJECT DESCRIPTION

The project is located at the City of Durango's Gateway Park on the Animas
River. south of downtown Durango. The proposed intake structure and pump
station is within Section 29. Township 35 North. Range 9 West. La Plata
County. Colorado. Water would be pumped from the Animas River to Terminal
Reservoir. treated and distributed throughout the City. The City of Durango
takes municipal water from both the Florida River and the Animas River. The
City uses the Animas River as a supplemental source during summer months. The
proposed new pump station would serve a future population of 40.000. The oumD
station would takp the place of an existin9-Rump-~.ation_at_29th_street. The
new pump station would pump more water as the population increases until full
development.

~
