"Voting <br />may polarize, and that's not what we're here for." <br /> <br />- <br /> <br />Jens Danielson asked if we're going to have to report to the Governor. Chuck responded that we'll <br />need something to take to the Governor and Legislature. <br /> <br />Hal stressed that he needs consensus on advice; another possibility might be written advice on a <br />workable solution. He recommends consensus as being about 2/3rds of the Committee. <br /> <br />Frank Milenski asked for early discussion of where water is being used, where pumped, where <br />augmentation is coming from, etc. Hal replied that the pumping data will come in after the end of the <br />94 season. <br /> <br />Committee's discussion with Governor Romer <br />Governor Romer arrived and visited with the Committee: He asked if the Committee had the necessary <br />membership. There appeared to be consensus that the Committee represented most of the stakeholders, <br />those affected by the outcomes, and those who must make the tough decisions that will.be required. <br /> <br />The Governor stressed that Colorado's response to the suit must be sensitive to concerns of the Valley <br />residents, should avoid conflict, and should not prevent development of a State Parle. He expects the <br />Committee to be instrumental for a collective, collaborative, creative, and cost-effective response. He <br />knows that this will not be easy - there will be some conflicting wants and demands, but is confident <br />tlJiat the Committee can be constructive if it avoids fragmentation. There's a lot at stake.. <br /> <br />'vernor Romer asked the group if this was a doable deal. Responses included "If it's not we'll find <br />out soon.", "Let's not let it drag out.", and "It's doable, but tough." Governor Romer stressed the <br />importance of the work of the Committee and the Committee objectives. <br /> <br />Jeris Danielson asked the Governor about his attitude on agricultural dIy-up - if that's part of the <br />solution. The Governor responded that agriculture is necessary for the beauty of the State; that we can't <br />make water up, there's only so much of it. Either we must take agriculture out of production or use <br />it more efficiently. He hopes any pull-back is on marginal land. <br /> <br />A follow-up question asked that given different levels of productivity, should we dry up least productive <br />land first? The Governor responded that he didn't wantgovemment to tell who can do what - let <br />market forces work; find ways to let the economics drive the changes. <br /> <br />Frank Milenski asked the Governor that given the competing demands for water and limited supply, <br />does he favor paying Kansas in dollars or water. The Governor replied that although he had not <br />consulted with his advisors that on first impression it seems like that with water being in limited supply <br />it might be easier to fmd dollars than water.
