Since that time the Board
has maintained contact with the primary land management agencies of the U.S.
Department of Agriculture (Forest Service) and the U.S. Department of Interior
(Bureau of Land Management and the National Park Service) whenever pursuing new
appropriations or acquisitions of water for instream flow purposes. The Board is
currently working with the U.S. Forest Service on acquisition of water rights for
wilderness lands in the proposed Piedra River Wilderness Area. The Board has also
been approached by the BLM regarding recommendations for instream flow
appropriations on streams flowing through BLM lands.

Discussion

After a number of informal discussions between the BLM .and Board staff, a
meeting was held in February of 1991 to discuss the procedural and technical
requirements for submitting instream flow recommendations to the Board. At this
rneeting, BLM personnel from the state and district offices were given a detailed
briefing by Board staff on the instream flow program and procedures and by DOW
staff on data collection techniques and requirements. Following this briefing, the
BLM prepared a list of twelve strearns within its Montrose District on which it
intended to submit recommendations. The selection of those streams was done with
input from the DOW to prevent duplication of data collection efforts.
