Walker <br />Director <br /> <br />FROM: Dan Merriman <br /> <br />DATE: Septernber 12, 1991 <br /> <br />SUBJECf: Agenda Item 19d, September 19-20, 1991, Board Meeting-- <br />Statements of Opposition: Instream Flow Program <br />Case No. 5-91CW077; Stag Gulch Partners & Kensington Land Investment <br />Partners <br /> <br />Application Summary <br /> <br />) <br /> <br />The applicants request conditional underground water rights, a change of water <br />rights, and approval for plan of augmentation on the Eagle River and Sq1!aw Creek near the <br />town of Wolcott in Eagle County (see attached map). Applicants are proposing to change <br />the use of senior irrigation rights to domestic, municipal and other year-round uses. <br />Applicants further intend to augment 557.2 AF of out-of-priority depletions by nurnerous <br />junior groundwater and surface water diversions which supply a proposed golf course and <br />residential development, with consumptive use credits claimed from several senior irrigation <br />water rights and with water purchased from Green Mountain Reservoir.
