-10 -

compacts and U.S. Supreme Court decrees. The work in this task may be done on a parallel track
with the work in Task 9. .

The frequency and magnitude of droughts will be examined in light of existing studies as well as any
recommendations for revisions to drought forecasts based upon recent experience in Colorado.

Decision support systems developed by the Colorado Water Conservation Board and the Colorado
Division of Water Resources should be utilized in this task to the maximum extent possible.

8a. Review the existing hydrology, water rights tabulations and water use in each river basin to
include CWCB instream flows.

8b. Review interstate compacts, U.S. Supreme Court decrees and any interstate agreements to
which Colorado is a party and estimate the effecfon available water supplies.

8c. Examine the frequency and magnitude of droughts in each basin.

8d. Develop a methodology for estimating available water supplies.

8e. Estimate available water supplies using the methodology developed in 8d.

Task 9 - Existing and Pro; ected Water Demands bv River Basin

Describe existing water demands in each basin and (jstimate a range of future water demands for all .
potential uses to include agricultural, municipal, industrial, environmental and recreational purposes.
Various methods for water demand projections including alternative future scenarios will be
reviewed with a recommendation for the type of procedure most suitable for this study. Estimate the
degree ofuucertainty associated with the projections.

Identify those areas or entities for which existing w~ter supplies may be inadequate now or in the
future. Prioritize water demands based on the type dfuse and the likelihood of water supply
shortages in the near future as well as any other crit/:ria that may be adopted.

9a. Provide estimates of existing water demands.

9b. Develop a methodology for the water demand projections.

9c. Prepare water demand proj ections and ident~fy those areas or entities for which existing
and/or future water supplies may be inadequate,

9d. Prioritize water demands.

ge. Select one or more water demand scenarios: for use in Tasks 1 0, 11 and 12.

Task 10 - Formulation of Water Supplv Alternatives

.

Flood Protection.
