<br />. <br /> <br />. <br /> <br />. <br /> <br />Estimating Annual Irrigation Water Requirements - First Progress Report: The CWCB and <br />Colorado Department of Agriculture entered into a MOU to identify a cost effective method of <br />estimating annual irrigation water requirements (IWR) and consumptive use. This tool is highly <br />desirable at least until CDSS is completed for the entire state. Once CDSS is completed it could be used <br />to do annual updates between major updates in irrigated acreage. Using CDSS we are attempting to <br />combine detailed CDSS data with estimation techniques that the Department of Agriculture has <br />developed. The end result wiiI be improved IWR estimates by Agriculture and an interim tool for the <br />CWCB. We have received the Depar1ment of Agriculture's first progress report on this effort and are <br />reviewing the results. <br /> <br />Instream Flow Decision Support System (ISFDSS): In November 2001 we hired Bishop Brogden <br />Associates, Inc. to evaluate opportunities for developing an Instream Flow Decision Support System <br />(ISFDSS) component of the Colorado Decision Support System (CDSS). They have used a commercial <br />software application called ArcView 8.2 to develop a conceptual prototype of an ISFDSS. The prototype <br />demonstrates some of the data analysis and decision making capabilities that a GIS-based ISFDSS <br />component could provide. A demonstration of the prototype will be provided at the meeting. Please see <br />Agenda Item 25 for additional details on the ISFDSS project. <br /> <br />New GOCO Members: On June 20 Governor Owens announced six new members to the Great <br />Outdoors Colorado Trust Fund Board of Directors: Charles R. Frederickson of Englewood, Joan E. <br />Hamed of Gypsum, Claire M. O'Neal of Holyoke, James R. Sullivan of Larkspur, Greg Romberg of <br />Lakewood, and Sen. Norma Anderson of Lake wood. Colorado Statute requires GOCO board members <br />to represent each Congressional District. . <br /> <br />MEGA Board: On June 18 the state Minerals, Energy and Geology Policy Advisory Board met in <br />Glenwood Springs to make final its final severance tax Operational Account funding recommendation <br />for Fiscal Year 03-04. The MEGA Board approved all our requests and recommended adding $50,000 <br />for Local Water Planning and $50,000 for education projects. The recommendations now go to the DNR <br />Executive Director for his review. If approved the funding request will be placed in the DNR budget <br />request this fall.
