.

.

.

The Act took effect on July I, 1986.

It is unknown whether the information was submitted to the General Assembly as required.
However, an inventory was completed using the sources mentioned above. In 2000, the iuformation was
put on a GIS map. This map is now accessible on the web site. In addition, a letter, a map of the county
showing approximate reservoir sites, a Basin Fact Sheet and the Planning for Drought Booklet was the
map and other information was sent to the every county planning entity. The letter stated that, " We are
providing you with this information so you can consider this information as you make land use decisions
for your county. The inventory is based on a review of the State Engineer's conditional storage water
rights tabulation and a review of over 35 published water resource development studies and reports. In
addition, several federal agencies, water conservancy districts, Division Engineers, and consulting
engineers were contacted for their input. "

The letter further stated that, "The inventory may not show all new potential reservoir sites or
potential enlargements of existing reservoirs in your county, and it was not intended to identify the land
area that should be reserved for a reservoir. If a particular reservoir site is of interest, we may be able to
provide you with a copy of the source material cited in the references. "

Because funds are still available for work on this project we intend to consult with the Board and
plan for the expenditure of the funds to further the intent the Legislature expressed in 1987.

19.

Water Plarming Studies
Authorization: SB 99-173
Water Source: N/A
Location: Statewide

Grant Amount: $225,000
Project Type: Water Planning
Project Manager: Dan McAuliffe

Severance Tax Funds were appropriated into the Construction Fund for use over multiple years
for various planning activities.

In FY 99-01, Water Basin Fact Sheets were produced (Brown and Caldwell, $125,000) and
multiple meetings were held in each water basin to discuss planning issues and identified needed
revisions to the fact sheets and the Board's Long Range Plan (Catherine Shier, $25,000; miscellaneous
travel and meeting expenses). In FY 01-02 the fact sheets were revised and posted to the Board's web site
(Brown & Caldwell $5,000). The remaining funds will be used to connect the fact sheets electronically
with the underlying data upon which they are based. The funds will also be used to conduct future
planning meetings.

20.

Consolidated Water Resource Information Center
Authorization: HB 93-1273, SB 01-157
Water Source: N/A
Location: Denver

Grant Amount: $30,000, $60,000
Project Type: Water Information
Project Manager: Dan McAuliffe

In 1993, the General Assembly authorized the CWCB to "assemble and make available to water
users in Colorado a consolidated water resources information center."

In 200 I, the decades of historical documents, case files, floodplain maps and other information
that were intended to comprise the WRIC were moved from a storage space to new office space next to
the Colorado Water Congress office at 1580 Logan in Denver. There they are being cataloged, imaged
and otherwise available for public use. The next step will be to make this information available via the
Intemet and in a walk-in center. The funds requested in 2001 were intended to cover on-going operating
costs for four-years.

Page 11 of31
