<br /> <br />(a) The frequency of administrative resolution of potential injuries to vested rights; <br />(b) The monetary cost to water users and the state for each type of adjudication or permitting . <br />procedure; <br />(c) The elapsed time required for fmal determination$ to be reached in each kind of proceeding; <br />(d) The frequency of appeal from fmal determinatiojls and the monetary cost to water users and <br />the state for such appeals; . <br />(e) The extent to which the state assumes parens pa/ria responsibility for maintenance of the <br />stream regimen conditions; and <br />(f) The extent and cost to the taxpayers of state water administration programs. <br /> <br />In addition to the above analysis, the study must cpmpare how water quality constructions are <br />integrated iuto or otherwise taken into account in Colorado's water rights adjudication system versus the <br />water rights determinations systems of the other selected Wei;tem states. <br /> <br />Tbe Board must contract with a consultant to perform the study. The consultant must have <br />practical hydrological experience and must not have a pecuniary interest in the study results. <br /> <br />Prior to commencing the study, the request for proposal to be issued by the Board shall be <br />approved the Legislative Council of the General Assembly. , <br /> <br />Funds were spent on the project but no study appears to have been completed. Weare researching <br />the project and intend to seek and make recommendations r~garding whether to conduct a new or updated <br />study, complete the study as authorized, or de-authorize the'stu?y and use the funds for other purposes. <br /> <br />18. <br /> <br />Potential Dam and Reservoir Site Inventory <br />Authorization: HB 86-1011 <br />Water Source: Various <br />Location: Statewide <br /> <br />Grant Amount: $82,237 <br />Project Type: Investigative <br />Project Manager: Dan McAuliffe <br /> <br />. <br /> <br />The bill directed the Board to compile an inventory of potential dam and reservoir sites within <br />Colorado by Oct. 1, 1987. The inventory was to be based on a review of the water right tabulation and a <br />review of publicly available information. No engineering work or filed investigations were to be <br />conducted. The inventory is to be maintained on a "comp~terized information retrieval system" which is <br />compatible with the water data bank maintained by the State Engineer. <br /> <br />The following information about dam and reservoir sites, having a capacity of 20,000-acre feet or <br />more, is to be included in the inventory: <br /> <br />1. The location of the dam site by river, courity, and reference to surveyed section comers; <br />IT. The name of a dam and reservoir site if Olje is commonly ascribed to it; <br />m. Basic data about a potential dam to the extent such is readily available; <br />IV. The conditional eater rights decreed to a'site, if any, and their date of adjudication and <br />basin rank; . <br />V. The potential uses of the water supply which would be developed; and <br />VI. Citations to reference materials and sourc~s for the above specified information. <br /> <br />Using the inventory the Board shall identify pote~tial dam and reservoir sites, the development of <br />which may be stopped because of on-going land uses whicl) are encroaching upon needed lands or because of <br />other circumstances.
