Statewide Water Supply Initiative (SWSI) <br />Tape 1, Track 2 <br /> <br />Action: <br /> <br />A motion was made by Harold Miskel with a second by Don Schwindt approving <br />adoption of both the 80% and the 20% Mission Statements which read as follows <br />respectively: <br />80% -Following the lead of local water providers, the state will monitor long-term <br />water needs, provide technical assistance and financial assistance to put the necessary <br />plans, projects and program sin place to meet those needs, and foster cooperation to <br />avoid beingforced to make trade-offs that would otherwise harm Colorado's <br />environment, lifestyle, culture, and economy. <br />20% - Foster cooperation among water suppliers and citizens in every water basin to <br />examine and implement options to fill the gap between ongoing water planning and <br />future water needs. Motion was approved 8-0. Russell George and Ray Wright were <br />not present. <br /> <br />19. Species Conservation Trust Fund Recommendation <br />Tape 1, Track 2 <br />Action: A motion was made by Barbara Biggs with a second by Ray Wright to approve Staff <br />recommendation that the Board (1) recommend the above expenditures totaling <br />$1,144,648 from the SCTF for FY 05-06 and forward that recommendation to the <br />Executive Director of DNR, and (2) recommend that DNR, using SCTF cost share <br />dollars, contract directly with the Colorado River Water Conservation District for <br />construction of the Elkhead Reservoir enlargement element ofthe Upper Colorado <br />RIPRAP to the extent of Colorado's remaining UCRIP cost share obligation and assure <br />appropriate cost share credit from the UCRIP is received. <br /> <br />In addition, staff recommends continued coordination with the DNR and the CDOW <br />toward the development of more detailed information on the SCTF expenditure history, <br />and the long-term SCTF goals and funding needs. Given that the funds in the SCTF <br />Capital Account are now totallv obligated, additional funding will be required in FY 06- <br />07. If additional funding is not forthcoming, then general direction concerning the use <br />of other SCTF dollars that would limit the expenditures to only those necessary for <br />participation in the two Recovery Programs and the CA should be provided. The <br />limited funding provided in FY 05-06 will not result in the State falling behind in its <br />cost share obligations under the two Recovery Programs. However, additional funding <br />will be required in FY 06-07 in order to assure that the two recovery programs will <br />achieve sufficient progress and thus continue to provide the reasonable and prudent <br />alternatives for existing and future water projects. <br /> <br />Motion was approved 7-0. Russell George and Bob Burr were not present. Tom Sharp <br />recused himself. <br /> <br />20. Water Supply Planning and Finance - Construction Fund and Severance Tax Trust Fund Perpetual Base <br />Account New Loans <br />a. Dolores Water Conservation District <br />Tape 1, Track 2 4:40:30 - 6:30:00 <br />Action: A motion was made by Ray Wright with a second by John Redifer to approve the staff <br />recommendation for a loan not to exceed $3,323,180 to the Dolores Water Conservancy <br />District, acting by and through the Dolores Water Conservancy District Water Activity <br />Enterprise, from the Severance Tax Trust Fund Perpetual Base Account, to construct <br />pumping plant and pipeline facilities to provide water to irrigate approximately 2200 <br />acres, as part of the WETP ACK project.
