since we have the over-riding decrees located
between Denver and Bijou which means that to
supply those, to affect your exchange you
almost certainly will have to consider, in my
opinion, some upstream storage to take care of
that situation.

As I say, Mr. Gildersleeve and I discussed
it at some length and we are pretty well agreed
on that point. I anticipate, of course, that
the steering committee will furnish what in-
formation we a~e able to gather to the Bureau
for their info~mation as well, 50 that we may
all arrive at some satisfactory conclusion to
this question."

"In connection with Gene's remarks, I think
we might point out for everybody's understand-
ing that there are two big problems involved
here. One is the actual hydrology of the river
and the other is the administration. The admin-
istration is really a more practical problem
than the hydrology is and we have maintained,
as Gene indicated, and will continue to maintain
very close liaison with his people who must
administer this stream and be involved in the
administration When, as and if, the project is
built. This is not going to help timewise,
but when a stream reaches the stage of develop-
ment that the South Platte has, we run into
these administrative problems that are as
serious as the water supply problems are and
they all must be properly evaluated."

"I think the most we can do at this meeting
is to indicate to the Acting Director that we
want as much speed as possible. The interest
is high on the South platte in this matter and
we want to give all possible help to Mr. Gil-
dersleeve and the members of our staff to the
Bureau people in the hope that we can corne up
with something in the immediate future. I had
the impression at the last meeting we had, that
it was going to be a long haul and I don't want
to get the interest dwindling down there if we
can possibly avoid it.
