Then <br />they would consider it at their next meeting. <br /> <br />I <br /> <br />Secretary Udall was to be in Denver on <br />September 17 and we thought we could arrange a <br />committee of the four Governors, representing <br />the four upper states, to meet wi th Secretary <br />Udall. , But that did not prove feasible and it <br />was abandoned. However, Secretary Udall did <br />have a conference with commissioner George <br />Clyde, who is also Governor of utah as you know, <br />on October 16 and he had a conference with <br />Governor McNichols on October 17. <br /> <br />Over a telephone conversation with IvaI <br />Goslin, a meeting was arranged in Washington <br />with the Undersecretary, James Carr, and members <br />of the committee appointed, to develop a reso- <br />lution. Mr. Kuiper attended that meeting as <br />Colorado's member. Earl Lloyd who is the Com- <br />missioner for Wyoming, attended as the Wyoming <br />member and Mr. John Bliss, Commissioner of the <br />Upper Colorado River from New Mexico, was the <br />New Mexico member, and Jay Bingham was appointed <br />by Commissioner George Clyde to represent Utah. <br />This committee did meet with James Carr and in <br />the meantime, the reason they didn't meet with <br />the Secretary himself was that the Secretary was <br />not available, he had a trip scheduled to Japan <br />and other points and he was not in Washington, <br />so the meeting was set up with the Undersecretary, <br />James Carr, or the Assistant Secretary - I've <br />forgotten which his title may be. <br /> <br />I <br /> <br />That resolution was developed prior to <br />November 7 and on November 7 a special meeting <br />of the Upper Colorado River Commission was <br />called in Denver and we met here in Denver at <br />10:00 o'clock on yesterday morning. The reso- <br />lution which was developed in Washington, with <br />the approval of Mr. James Carr, representing the <br />Secretary of the Interior, and the delegates <br />from the four states, was presented to the Com- <br />mission at their meeting yesterday and with one <br />important amendment, but Which did not change <br />
