MR. !<NIGHTS:

MR. D. MILLER:

MR. !<NIGHTS :

MR. D. MILLER:

.. I might make one further comment for Mr.
Miller's benefit. Dave, you are familiar, I
think, with the original Narrows Definite Plan
Report and in the water supply studies in that
report it was contemplated to exchange water to
the Riverside system and to the Bijou system but
it was not contemplated to try to exchange water
further upstream. The only thing I can say there
is that the upstream storage would greatly en-
hance those exchange possibilities and extend
them further upstream. At this time we know no
more than that about it but it is not true that
there is no exchange possibilities without up-
stream storage."

I

"Well, Jim, can I ask whether either River-
side or Bijou has ever agreed with the Bureau
that you can exchange water up there during the
critical period of July and August from Narrows?"

"I don't think there has been any agreement,
Dave. ' ,It's quite true that the exchange possi-
bilities are greatly curtailed in July and
August. Whether there are none whatsoever is an
absolute categorical statement. I don't know."

"Well, I'd like to state for the record,
that my information from those who speak for
those two systems say that their research and
the information available to them is that there
will be no useful exchange out of Narrows alone
during those critical months. Now, since
they're the ones who are going to say we will
pay for the irrigation features or we will not,
and since they represent probably the greater
opportunity for the service area, either we are
going to have to convince them that this can be
done or the landowners and farmers under those
systems are not going to go along with this.

I

I'd like to point out here that there is a
program of information and understanding in
addition to the research which develops from
these surveys and I'd like to switch a little
bit here on this one and go to the next paragraph
which is a soil survey of the land under the
Henrylynn District. Now I have in my office a
