Dave, you are familiar, I <br />think, with the original Narrows Definite Plan <br />Report and in the water supply studies in that <br />report it was contemplated to exchange water to <br />the Riverside system and to the Bijou system but <br />it was not contemplated to try to exchange water <br />further upstream. The only thing I can say there <br />is that the upstream storage would greatly en- <br />hance those exchange possibilities and extend <br />them further upstream. At this time we know no <br />more than that about it but it is not true that <br />there is no exchange possibilities without up- <br />stream storage." <br /> <br />I <br /> <br />"Well, Jim, can I ask whether either River- <br />side or Bijou has ever agreed with the Bureau <br />that you can exchange water up there during the <br />critical period of July and August from Narrows?" <br /> <br />"I don't think there has been any agreement, <br />Dave. ' ,It's quite true that the exchange possi- <br />bilities are greatly curtailed in July and <br />August. Whether there are none whatsoever is an <br />absolute categorical statement. I don't know." <br /> <br />"Well, I'd like to state for the record, <br />that my information from those who speak for <br />those two systems say that their research and <br />the information available to them is that there <br />will be no useful exchange out of Narrows alone <br />during those critical months. Now, since <br />they're the ones who are going to say we will <br />pay for the irrigation features or we will not, <br />and since they represent probably the greater <br />opportunity for the service area, either we are <br />going to have to convince them that this can be <br />done or the landowners and farmers under those <br />systems are not going to go along with this. <br /> <br />I <br /> <br />I'd like to point out here that there is a <br />program of information and understanding in <br />addition to the research which develops from <br />these surveys and I'd like to switch a little <br />bit here on this one and go to the next paragraph <br />which is a soil survey of the land under the <br />Henrylynn District.
