this is what we will be going back to meet on
in the next two days. I think at that time we
have a very good chance to get the project
authorized. This is the only way that we know
of to solve the Rio Grande problem. From a
reclamation standpoint it is the best project
we have in the state of Colorado today. It
should be constructed.

I sent previously to the Board a copy of
our approved budget for fiscal year 1970-7l.
It is self-explanatory. I think the only
lessons we can draw from this budget is that
the legislature is making a drastic curtailment
in our ground water investigation program. This
has been the case now for three consecutive
years. It appears fruitless to pursue the pro-
gram that we think is necessary. In talking to
some members of the Joint Budget Committee I
find there is a great deal of skepticism about
any type of study. We should give a lot of
thought to the budget we prepare this coming
summer. It appears that we should concentrate
more on project-type operations where we are
actually assisting in the construction or the
final planning of various projects.

There was appropriated to us the sum of
$25,000 which was not requested. This was for
the San Antonio River Project. At this time we
are not too familiar with the project nor do we
know what the ultimate cost may be. It is a
water salvage project and we will follow up on
it. Members of the staff will check out the
project during the spring and summer months to
see if we can develop a worthwhile project in
cooperation with the Rio Grande Water Conserva-
tion District. We will present to the Board at
a later date some type of plan concerning the
San Antonio River Project. All we know about it
today is that a local engineer has made a
reconnaissance report on the project.
