when funds are made available by the Congress
and when the assurances of local cooperation
are received. If the scope of the thing changes
in this preliminary examination study. then we
might require new authorization. It would be
my offhand opinion here and now, in the absence
of the completion of the preliminary examina-
tion, that the scope probably will not change
to a degree that would require reauthorization.

The resolution which I think Mr. Sparks
has, if this resolution is passed, and I sug-
gested to him a slight amendment to it, if
you agreed to this then in fiscal year '72 we
would be able to get funds for this feasibility
study which would be upcoming after that. This
was the only purpose of the change that I sug-
gested to you, Mr. Sparks.

That, I think, is essentially about all
that I want to say about it unless someone
has some questions."

"Do any members of the Board have any
questions?"

"I think maybe I do, Ben, if I may. There
has been, I think, a significant change in the
last several years in the attitude not only of
the general public but of the many speoial in-
terest groups regarding environmental questions
and I am not certain that a scheme that was
developed by the corps in 1954 will not have
some 'need for some changes if we are to concern
ourselves with the possible game and fish im-
pact on a complete channelization project of
the Platte as I understand the scope of this
previous study and I only want to say that I
think that game, fish and recreational and
other kinds of environmental considerations may
need to get cranked in to a degree that they
haven't been previously. If this means a new
feasibility study, I don't think the Corps or
we should be surprised.
