If the scope of the thing changes <br />in this preliminary examination study. then we <br />might require new authorization. It would be <br />my offhand opinion here and now, in the absence <br />of the completion of the preliminary examina- <br />tion, that the scope probably will not change <br />to a degree that would require reauthorization. <br /> <br />The resolution which I think Mr. Sparks <br />has, if this resolution is passed, and I sug- <br />gested to him a slight amendment to it, if <br />you agreed to this then in fiscal year '72 we <br />would be able to get funds for this feasibility <br />study which would be upcoming after that. This <br />was the only purpose of the change that I sug- <br />gested to you, Mr. Sparks. <br /> <br />That, I think, is essentially about all <br />that I want to say about it unless someone <br />has some questions." <br /> <br />"Do any members of the Board have any <br />questions?" <br /> <br />"I think maybe I do, Ben, if I may. There <br />has been, I think, a significant change in the <br />last several years in the attitude not only of <br />the general public but of the many speoial in- <br />terest groups regarding environmental questions <br />and I am not certain that a scheme that was <br />developed by the corps in 1954 will not have <br />some 'need for some changes if we are to concern <br />ourselves with the possible game and fish im- <br />pact on a complete channelization project of <br />the Platte as I understand the scope of this <br />previous study and I only want to say that I <br />think that game, fish and recreational and <br />other kinds of environmental considerations may <br />need to get cranked in to a degree that they <br />haven't been previously. If this means a new <br />feasibility study, I don't think the Corps or <br />we should be surprised. <br />
