I

I

MR. STAPLETON:

"Thank you very much.

I take it what we are doing is just initi-
ating action here. This is the initial step and
I have every confidence that the sophisticated
Boulder city and county governments will give
adequate notice to everybody that is evenly
remotely concerned so that everybody will have
an opportunity to speak.

Is there anyone else who cares to address
themselves to this agenda item? If not, does
the Board have any questions?"

MR. TEN EYCK:

"Mr. Chairman, I would move that we approve
the resolution as presented by the staff."

MR. STAPLETON:

"It has been moved. Is there a second to
that?"

MR. R.B. WILLIAMS: "I'll second."

MR. STAPLETON: "It has been regularly moved and seconded
that the resolution as presented in the memoran-
dum of March 23, 1970, be approved.

Mr. Sparks has a remark."

MR. SPARKS:

"The last speaker put this matter in the
proper perspective. Additional matters such
as this will be coming before the Board in the
future. For the long time future we will be
having similar requests for flood plain zoning.
It should be understood at this time that this
Board itself has no authority to zone anything.
Whether or not local authorities should adopt
flood plain regulations or flood plain zoning
is not a matter for this Board to decide. There
is only one issue before this Board in this type
of request. That is, is the area designated in
a flood hazard area. That's the sole question
before this Board."

MR. STAPLETON:

"I take it that Mr. Nelson was not objecting,
he is down here for information and I think he
has gotten the information he needed."
