Again, changes can be made in the designa- tion of the flood plain and these changes can be made by the same procedure that Joe outlined by our city council. We must first hold hear- ings before our planning board and finally the decision must be made by our city council before an area can actually be flood plained. I think that will bring out the point here that today we are not actually zoning this thing. All we are doing, as r understand it, is designating the area that can be zoned. For this reason I would urge that this body take action as quickly as possible because we have the pressures of development which may not be occurring in areas of concern to the gentleman who spoke against this. We have pressures of development today in the very areas that lie at the confluence of Boulder Creek and South Boulder Creek and upstream of those points that if we don't have this and don't act within our own organization to estab- lish flood plain zoning, we will be faced with, and to expand just a little bit more on Joe's remarks, we have completed some further studies and we have approximately 30 miles of channel within the City of Boulder, and this includes Boulder cree~ that have to be upgraded to pass the 100 year or intermediate flood. In order to do that we are looking at a total cost of somewhere, excluding structures, just channel I~ improvements, of $15 million and structures another $3.5 million. So it is imperative that we move in the proper direction here if we are going to control the situation in any manner so that the taxpayer::: can afford this in the future. '!'hank you, gentlemen."
