Again, changes can be made in the designa- <br />tion of the flood plain and these changes can <br />be made by the same procedure that Joe outlined <br />by our city council. We must first hold hear- <br />ings before our planning board and finally the <br />decision must be made by our city council before <br />an area can actually be flood plained. I think <br />that will bring out the point here that today <br />we are not actually zoning this thing. All we <br />are doing, as r understand it, is designating <br />the area that can be zoned. <br /> <br />For this reason I would urge that this <br />body take action as quickly as possible because <br />we have the pressures of development which may <br />not be occurring in areas of concern to the <br />gentleman who spoke against this. We have <br />pressures of development today in the very <br />areas that lie at the confluence of Boulder <br />Creek and South Boulder Creek and upstream of <br />those points that if we don't have this and <br />don't act within our own organization to estab- <br />lish flood plain zoning, we will be faced with, <br />and to expand just a little bit more on Joe's <br />remarks, we have completed some further studies <br />and we have approximately 30 miles of channel <br />within the City of Boulder, and this includes <br />Boulder cree~ that have to be upgraded to pass <br />the 100 year or intermediate flood. In order <br />to do that we are looking at a total cost of <br />somewhere, excluding structures, just channel I~ <br />improvements, of $15 million and structures <br />another $3.5 million. So it is imperative that <br />we move in the proper direction here if we are <br />going to control the situation in any manner so <br />that the taxpayer::: can afford this in the future. <br /> <br />'!'hank you, gentlemen." <br />
