Brd

Dear John:
This is to confirm our phone conversation earlier today
pertaining to the authorization for a one million-dollar loan
from the CWCB to the Jackson Lake Reservoir and Irrigation
Company. The money will be used to reface the upstream side
of the dike at Jackson Reservoir.

.

The Company has had two feasibility studies done
regarding options available to reface the dike. The first
study from Smith-Geotechnical was sent to the CWCB at the time
it was completed. The Company has also paid W.W. Wheeler and
Associates to perform additional studies on even more
al ternati ves. The second report is not finished completely,
although it does indicate a much larger total project cost.
The Wheeler study includes alternatives with longer project
lives than the Smith Geotechnical study. The Company may be
requesting additional loan money from the CWCB at such time
that a decision is made on which alternative is the best for
maintaining the stability of the dike and one that the
shareholders of the Company can afford. If the Company were
to choose the most expensive alternative, which has less
maintenance annually and a longer project life, the total
project cost may. be in the range of two-and-a-half to three
million dollars.

e
