<br />e <br /> <br />Mr. John VanSciver <br />November 4, 1999 <br />Page 2 <br /> <br />No decision has been made yet on specific alternatives <br />because the Board has been negotiating with Colorado Parks and <br />Outdoor Recreation for a recreation lease at the reservoir. <br />It is the Board's intention that any lease money received from <br />the State will go towards helping pay for the project. We <br />believe is a critical step in the project's feasibility and <br />will affect the decision made. The current lease expires <br />December 31, 1999. If an agreement is reached by then, we are <br />anticipating that the earliest date for beginning construction <br />of the dike project could be the fall of 2001. <br /> <br />As soon as the recreation lease has been renegotiated <br />and the project alternatives narrowed down, we will update you <br />on the progress of the study and the possible additional loan <br />that may be necessary.
