Jackson Lake Reservoir and Irrigation Comoanv - Jackson Resel"/oir Rehab. - In I 994, the <br />Colorado Legislature (SB 94-029) authorized a $1,000,000 loan to the Jackson Lake Reservoir and <br />Irrigation Company to rehabilitate the Jackson Lake Dam. Although the project has not been <br />completed, the Company has completed the feasibility study, is considering additional alternatives, <br />and plans to undertake the project in 2001. This delay is needed because the Company needs to <br />renegotiate a lease with Colorado Parks and Outdoor Recreation, the annual proceeds of which will <br />be used to help repay a CWCB loan (lease payments are needed the assure the project is financially <br />feasible.) The current lease expires December 31,1999. Please see Attachment E. <br />Staff Recommendation - Staff recommends that the Jackson Lake Reservoir project not be <br />deauthorized at the present time and that the Board and the staff agaip. review the status of the <br />project in one year. <br /> <br />f. Red Mesa Ward Reservoir - Red Mesa Ward Res. Rehab. and Enlarg. - A Construction <br />Fund loan of $2,250,000 was authorized in HB 95- 1155 for the rehabilitation and enlargement of <br />Redmesa Ward Reservoir. In addition, the Board approved a loan to the to the Redmesa Ward <br />Reservoir and Ditch Company of $15,000 in March 1994, for a feasibility study of the project. <br />Please see Attachment F and Agenda Item No. Ilg. <br />Staff Recommendation - Staff recommends that the project not be deauthorized at the present time <br />and that the questions of deauthorization, project feasibility and repayment of the feasibility study <br />loan contract be deferred for one year. <br /> <br />g. Elkhead Reservoir - A Construction Fund loan of $750,000 for Elkhead Reservoir was <br />authorized in SB 86-27. A feasibility study in 1987 proposed a project that included a spillway <br />enlargement and an increase in reservoir capacity at an estimated cost of $1,338,845. The <br />spillway and reservoir enlargements are no longer required and the City of Craig is instead <br />proposing relatively minor rehabilitation work on the spillway and outlet gates. Engineering <br />studies for the work are currently in progress. Please see Attachment (Land Agenda Item No. <br />11f. <br />Staff Recommendation - Staff recommends that EIkhead Reservoir, as authorized in SB 86-27, <br />not be deauthorized at the present time. <br /> <br />h. Pagosa Area Water and Sanitation District - Stevens Lake - A Construction Fund loan <br />of $1,912,000 to the Pagosa Area Water and Sanitation District for the Stevens Lake <br />enlargement project was authorized in HB 93-1273. The District will be updating the feasibility <br />study for the project during the next few months. Please see Attachment H. <br />Staff Recommends - Staff recommends that the Stevens Lake project not be deauthorized at the <br />present time and that the Board and the staff review the status of the project again in one year. <br /> <br />i. Town of Paonia - New Reservoir - In November 1994, the Board approved a <br />Construction Fund loan to the Town of Paonia for $600,000 for a new reservoir. The loan was <br />subsequently authorized in HB 95-1155. One of the conditions of Board approval was the <br />completion of a feasibility study. The feasibility study for the projer.t is now underway and <br />should be completed in January 2000.
