DiscussionlRecommendations

As of November of this year, there are ten authorizations for funding that are three years or e
more past the date of authorization and are not yet under contract. One project that is not past
the three-year limit has also been reviewed as no longer requiring its authorized funding. Staff
has evaluated each of these authorizations and discussed the status of the projects with the project
sponsors and their consultants. The results of these evaluations along with the staff
recommendations relative to deauthorization are summarized in the following sections of this
memo and in the attached spreadsheet:

a. Southeastern Colorado Water and Storage Needs Assessment Enterprise - Arkansas River
Basin Water and Storage Needs Assessment - Phase II - In 1999, the Colorado Legislature (SB 99-
173) authorized a $25,000 grant to the Southeastern Colorado Water and Storage Needs
Assessment Enterprise to assist in the development of a storage options plan as part of phase II of
the Arkansas River Basin Water and Storage Needs Assessment. The project was since funded
through a grant from the Severance Tax Operational Account, therefore the funds from the
Construction Fund are no longer required.
Staff Recommendation - De-authorize

b. Fort Morgan Reservoir and Irrigation Co. - Diversion Structure - In 1987, the Colorado
Legislature (SB 87-015) authorized a $50,000 loan to the Fort Morgan Reservoir and Irrigation
Company to rehabilitate their diversion structure on the South Platte River. The project was
completed in 1987 with other financing; therefore the funds from the Construction Fund are no
longer required. Please see Attachment B. .-
Staff Recommendation - De-authorize -

c. City of Alamosa - Conservation Conveyance Channel Rio Grande Proiect - In 1994,
the Colorado Legislature (SB 94-029) authorized a $410,000 loan to (he City of Alamosa for
participation in a Corps of Engineer project to construct earthen f1ood~controllevees along the
Rio Grande River in and around the City of Alamosa. The funds were'to be used as the local
sponsor cost-share for the $6,000,000 project. The total construction cost of the project was
over $1,000,000 under budget, thereby eliminating the City's need for the CWCB
Construction Fund 15 year loan. A CWCB loan funding contract was never commenced and
the project for which the loan was authorized has been completed.
Staff Recommendation - De-authorize

d. Michigan River Water Conservancv District - Meadow Creek Dam Outlet Rehab. - In
1994, the Colorado Legislature (SB 94-029) authorized a $97,500 loan to the Michigan River
Water Conservancy District to rehabilitate and enlarge the outlet on the Meadow Creek Dam. The
project was never completed. The District indicates there is no longer a need for the project because
of reduced water delivery requirements, therefore the funds from the Construction Fund are no
longer required.
