o

City of Victor - Rehab. Victor Dam No.2

e

In January 1995, the Board approved a Construction Fund loan of $600,000 at 4.0 percent
for 30 years to the City of Victor for the rehabilitation of Victor Dam No.2. The project
was subsequently authorized in HB 95-11 S S. Conditions of Board approval included a
completed feasibility study and a staff analysis of the City's financial capacity.

Victor Dam No.2 is the City's only major raw water reservoir. The dam is currently
under a storage-level restriction by the State Engineer's Office due to the condition of the
dam embankment. Further restrictions may be applied if repairs are not undertaken soon.

The project involves improvements to the existing dam embankment, spillway
enlargement, improvements to the access road and modifications to the outlet structure at
an estimated cost of $800,000.

Icon Engineering, the City's engineering consultant, is presently completing a feasibility
study update to be submitted this month. Staff will conduct an analysis of the City's
financial capacity after completion of the feasibility study.

The City is requesting that the project not be deauthorized. Please see the attached letter
from Mayor James Watson describing the work to be done in the next year. Staff
recommends that the Victor Dam No.2 project, as authorized in HB 95-1155, not be
deauthorized and that the Board and the staff review the status of the project again in one _
year. _

e
