Walche, <br />Executive Director <br /> <br />TO: <br />FROM: <br />DATE: <br />SUBJECT: <br /> <br />Colorado Water Conservation Board Members <br />Larry Lang L pL <br />November 8, 2001 <br />Agenda Items l6.b November19-20, 2001 Board Meeting-- <br />SOllth Platte River Channel Project, Easement Request <br />Company, Denver, Colorado <br /> <br />Rod Kuharich <br />CWCB Director <br /> <br />Dan McAuliffe <br />Deputy Director <br /> <br />for the Kahn Construction <br /> <br />INTRODUCTION <br /> <br />At the November 6-7, 1995, Board Meeting, approval was given to grant requests for easements in <br />CWCB's right-of-way along the Chatfield Downstream Channel Improvement Project on a case-by-case <br />basis, The Board has received a request from HCL Engineering & Surveying, LLC on behalf of the <br />Castle Brae Development a subsidiary of the Kahrt Construction Company, Denver, Colorado (Company) <br />- Request letter attached, This request is for an easement to the Company for the construction of the <br />drainage sewer pipe for the development, which is proposed in the Riverdale Subdivision, Lot 3, and <br />Filing No.1, The proposed development site is north of West Belleview Avenue east of the South Platte <br />River, <br /> <br />DISCUSSION <br /> <br />The Company requests a drainage easement for access to the South Platte River crossing the Board's <br />right-of-way, The development site for the Company's request is location in Littleton, Colorado, The <br />Company's development proposal is subject to the approval by the City of Littleton, Colorado, The City <br />requires Board action on the easement request prior to its final action, The development does not impact <br />any of the South Suburban Park and Recreation District (District) recreational features, The Company's <br />development site is in common with the easterly CWCB right-of-way limits, The Board's staff conducted <br />a field inspection ofthe Company's proposal with the applicant on October 31, 2001. <br /> <br />Use for the Requested Area <br />The proposed uses of the easement on the CWCB land are for the construction of a stormwater drainage <br />system to the South Platte River. The detention pond for the development activity will be located on the <br />applicant's property. The easement area is 1,262 square feet (see attached map), Tbe drainage system will <br />be designed and constructed below grade under the direction of a professional engineer, The construction <br />area will be for a specified width and length for the construction of a sewer pipe outlet structure with <br />certain landscaping and re-vegetation conditions, The staff finds that these uses can work in hannony <br />within the CWCB project right-of-way with certain subordination requirements stated in the agreement. <br /> <br />Flood Protection.
