RESOLUTION
OF THE
COLORADO WATER CONSERVATION BOARD
January 25, 2006

WHEREAS, Mr. Thomas R, ("Tom") Pointon, of Las Animas, Colorado, retired lrotn
the Arkansas River Compact Administration after serving two terms ti-om 1997 to 2005;
and

WHEREAS, Tom zealously represented his home area of the basin, while at the same
time reaching out to water users in other parts of Arkansas River Basin in Colorado as
well as in Kansas: and

WHEREAS, Tom worked closely with the Kansas members of the Administration and
the US Army Corps of Engineers to plan, host, and celebrate the 50th Anniversary of
John Martin Reservoir in 1998 thereby promoting interstate comity and enhancing the
public's understanding ofthe value of water conservation; and

WHEREAS, Tom's concern for the Arkansas River Basin, its searcc and precious water
resourccs, and the prior appropriation system was expressed through his service to the
area as a County Commissioner, a member of Colorado Counties Ine" and a board
member of the Southeastern Colorado Watcr Conscrvancy District: and

WHEREAS, Tom's sense of humor and gentlemanly manner were appreciated by all
who worked with him; and

WHEREAS, Tom has successfully operated a family farm and callIe leeding operation
and bcen an outspoken advocate for irrigated agricultural, demonstrating the values of
hard work and common sense,

NOW, T1mREFORE, BE IT RESO,LVEU by the Colorado Water Conservation
Board that it docs hereby aclmowledge and express its deepest gratitnde and utmost
allpreciation to Thomas R I'ointon for the service provided to Colorado, its citizens,
and water nsers throughout the Basin by his dedicated service to the Arkansas
River Compact Administration,

Adopted by unanimons acclamation of the Colorado Water Conservation Board
meeting in public session this 25'" day of January, 2006 in Denver, Colorado.
