<br />. <br /> <br />RESOLUTION <br />OF THE <br />COLORADO WATER CONSERVATION BOARD <br />January 25, 2006 <br /> <br />WHEREAS, James G, ("Jim") Rogers of Lamar. Colorado has rendered distinguished <br />service to the Statc of Colorado by representing the State on the Arkansas River Compact <br />Administration from 1985 to 2005, the longest tenure of any Colorado Representative: <br />and <br /> <br />WHEREAS, Jim zealously represented his home area of the basin, while at the same <br />time reaching out to water users in other parts of Arkansas River Basin, particularly the <br />Purgatoire watershed in Colorado, as well as downstream in Kansas: and <br /> <br />WHEREAS, Jim worked closely with the Kansas members of the Administration and <br />the US Army Corps of Engineers. to plan, host, and celcbrate the 50th Annivcrsary of <br />John Martin Reservoir in 1998 thereby promoting interstate comity and cnhancing the <br />public's understanding of the value of water conservation; and <br /> <br />. <br /> <br />WHEREAS, .Iim's concern for the Arkansas River Basin, its scarce and precious water <br />resources, and the prior appropriation system was expressed through his service to the <br />Lower Arkansas Water Management Association and other well user groups as they <br />strove to comply with the enhanced well regulation required as a result of the U,S, <br />Supreme Court decision in Kansas v, Colorado: and <br /> <br />WHEREAS, Jim steadfastly and consistently warned of the damages from the invasion <br />of phreatophytes, in particular salt-cedar or tamarisk, into the Arkansas Valley and the <br />resulting changes to river which increased the risk of t100ding and made erticient <br />delivery of water more difticult, and urged the appropriate state and federal agencies to <br />address this issue: and <br /> <br />\VHEREAS, .Iim has successfully operated a family farm and been an outspoken <br />advocate for irrigated agricultural. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by thc Colorado Watcr Conscrvation <br />Board that it docs hcreby acknowlcdge and cxprcss its deepest gratitndc and ntmost <br />apprcciation to .Jamcs G.
