I understand <br />that some additional revisions are still <br />being considered and will be incorporated <br />into the various bills before they are actually <br />introduced into the legislative mill. <br /> <br />On Monday we completed a rather hasty I <br />analysis of the various bills: reproduced <br />them all and mailed them out to the Board <br />members and to the members of our advisory <br />committee. I doubt that anyone received that <br />package before this meeting. The entire pack- <br />age consisted of about 200 pages of mimeo- <br />graphed material. As part of that package we <br />included a summary analysis of the eight <br />different bills which have been proposed. In <br />some cases we made some comment with reference <br />to bills and in other cases we made no comment. <br />We also attached a brief memorandum explain- <br />ing what procedure we recommend that the <br />Board follow with reference to the legisla- <br />tion, which generally was along this line: <br /> <br />In 1967 the Colorado General Assembly <br />enacted a statute providing for a water study. <br />Section 1 of the act provided that the Direc- <br />tor of Natural Resources was directed to do <br />two principal things: (1) To investigate <br />relationships in the areas where intermingled <br />surface and ground water are commonly used in <br />conjunction with each other on the same lands <br />and to determine the need and content for <br />legislation which would provide for the inte- <br />grated use of such water. The directions <br />state that the legislation should provide for <br />the integrated administration of all diversions <br />and uses of water within the state: protect <br />all vested rights: conserve water resources <br />for maximum beneficial use: and permit full <br />utilization of all waters in the state. This I <br />was a large package. Point (2) of the bill <br />provided that the Director of Natural Resources <br />was to review existing water laws to determine <br />their sufficiency and determine the need for <br />any modifications. <br />
