DELANEY:

surface diversion that has an lB70 right and
doesn't eVen have a well, it may be cut out
later on.

I think this is where the confusion
comes down there."

I

"Thank you, Quincy. Do any other Board
members have any comments?"

"Mr. Chairman, if I could have the posi-
tion on the part of the Colorado River ex~
pressed by Kenneth Balcomb of the Colorado
River Water Conservation District, I would
appreciate it."

"Mr. 13alcomb."

"Thank you, Mr. Chairman. I'm not going
to speak. I want to defer also. We have
present today Frank Delaney, a long time
board member, attorney for the Colorado Water
Conservation District and a former Upper
Colorado River Commissioner for Colorado.
This legislation has brought him out from
what he calls 'retirement' and I would like
to ask him for his comments."

"The day Mr. Delaney retires, we'll all
be in a,bad way. So we'll defer to you,
Mr. Delaney. Would you please use that
microphone up here."

"I thought I could make myself heard
without it.

Mr. Chairman, Director Sparks and members
of the Board, and the audience, I am a little
bit surprised by having this burden cast upon I
me without any previous noticel I have, to
a considerable extent, retired from taking a
very active part in water matters. In times
gone by so far as our Colorado River was
concerned, I have been interested in legisla-
tion and the development of our water resources
over there.
