I'm very neW <br />at this but I do know that in the Arkansas <br />Valley at least, that it would become a diffi- <br />cult problem with all of the individual wells <br />that are scattered through the valley to be <br />able to measure, I mean the amount of measur- <br />ing devices that would be necessary to coordi- <br />nate back to the direct flow of surface flow <br />rights that some of the various ditches own <br />and have. Some of the ditches or wells are <br />scattered on all the various farms. They use <br />the old ditch water rights, ditch rights <br />that they have if they are available and <br />supplement with the wells. Some of them even <br />have sold their surface rights and installed <br />wells because they Weren't getting enough <br />water out of the surface rights. <br /> <br />I think we need lots of study on how it <br />is going to be regulated or measured as to <br />which water right they are receiving." <br /> <br />"Thank you. Now are there any other <br />members of the Board who are particularly <br />interested in commenting on where we stand <br />at this time. How about you Quincy?" <br /> <br />"This legislation, of course, won't have <br />the same effect in the San Luis Valley as <br />it will on the Platte and in the Arkansas. <br />The original surface diverters down there are <br />the ones who recharge all of the aquifers <br />from which the pumps get their water. I don't <br />believe that a pump well could be used for <br />any more than supplementary to the surface <br />diversion. If the surface diversion had its <br />decree in 1903 and you drilled the well in <br />1950, this is where the conflict comes. A <br />
